In order to join the Stormcloaks, you are directed to speak with Ulfric Stormcloak himself. Upon entering the Palace of the Kings for the first time, you can overhear a conversation he has with his second-in-command, Galmar Stone-Fist , about Jarl Balgruuf the Greater of Whiterun :. Galmar : "Balgruuf won't give us a straight answer. He'll come around. We've intercepted couriers from Solitude. The Empire's putting a great deal of pressure on Whiterun.
They all know that. Whoever we replace them with will need the support of our armies. If we can take the city without bloodshed all the better. But if not We know the price of freedom. If you approach Ulfric before you complete the quest, he will appear annoyed and say: "Why are you still here? You're supposed to be at Korvanjund, proving Galmar right, or proving him wrong.
Once you return to Ulfric after acquiring the Jagged Crown, he will remark: "Damn him - the old bear was right! Did you run into any trouble? What were they doing there? Imperial spies are everywhere. Never forget that I trust you gave them a thrashing? Now then I'm glad you're here. I have a message I need delivered to the Jarl of Whiterun. Deliver this axe to Balgruuf the Greater.

And they want this. They want this as much as you do. Perhaps they want it more. Whiterun's army will no doubt be bolstered with Legionnares [ sic ]. And those walls around Whiterun are old, but they still stand. And I might be old myself, but I'll kick those damn walls down with my bare feet! This is it.
Ulfric will then turn to you and give you your orders: "Make haste to our camp in Whiterun. I want you on the front lines. I have a feeling about you. Your place is on that battlefield. I need you there. Once the Stormcloaks have successfully taken Whiterun, you may return to Windhelm and report back to Ulfric.
This ends the current quest and begins the quest Liberation of Skyrim. Liberation of Skyrim is an umbrella quest for several smaller quests, all leading towards victory for the Stormcloaks. Ulfric Stormcloak will hand you the objectives while Galmar will provide the quests. When the Stormcloaks have successfully taken over Fort Sungard after the completion of Compelling Tribute , you are to report back to Ulfric in Windhelm with your progress. He will tell you: "Now that the Empire has been driven from the Reach we can put a stop to the raping of her silver mines.
That silver belongs in Skyrim. Multiples of our enemies are buried in an avalanche of pain and retribution by your hand. I shall call you Snow-Hammer now. You show great passion for battle, and compassion for those we fight for.
One very easy-to-miss aspect of Ulfric's life is how he managed to learn how to shout, as it is clear that he isn't Dragonborn and had to learn the skill somewhere. With some digging, the player can discover that, as a child, Ulfric was chosen by the Greybeards to train on High Hrothgar with the idea that he would become a Tongue in the future.
Unfortunately for the Greybeards, their plan didn't come to fruition and Ulfric left while he was still young to fight in the Great War. After leaving High Hrothgar, under the impression that his skills would be best used in service to the Empire, Ulfric joined the Imperial Legion, where he became a Legionnaire and fought back against the Aldmeri Dominion for some time.
This may be one reason why the Imperials are so eager to take Ulfric and his Stormcloaks down, as he took many skills and knowledge from the Imperial Legion to his cause that could have made him a dangerous individual if left unchecked. After fighting in the Great War, Ulfric was later captured by the Thalmor and interrogated for information on how to take down certain Imperial strongholds, as the elves believed that he had information valuable to them that they could use against their enemies.
However, he proves to be far more useful to their cause than either side would realize at the time, as they chose to release Ulfric instead of killing him, knowing that he would stir up trouble in Skyrim once he discovered how his people were being treated. After making Ulfric believe that he was solely responsible for the downfall of several key Imperial lines of defense, the Thalmor cut Ulfric loose in Skyrim, hoping that he would try to redeem himself and cause trouble for his people.
Instead, Ulfric saw how his people were being subjugated and suffering, taking all of the skills he learned while training as a Greybeard and a Legionnaire and forming the Stormcloak Rebellion, something that worked in the Thalmor's favor by thinning the numbers of the armies of men. Unfortunately for Ulfric, his father, Jarl Hoag Stormcloak, died while he was imprisoned by the Thalmor and missed his father's funeral entirely.
Thankfully, Ulfric was still able to deliver a eulogy to his late father by having a letter smuggled out of his prison and delivered to Windhelm. When he returned to Windhelm after being set free, he was crowned the Jarl of Windhelm, though he was a more strict ruler than his father and banned the Argonians from living in his city shortly after taking power.
One of these factions is the Thalmor, whose agents argue with General Tullius to try and take Ulfric into their custody instead. However, this interaction has a much darker intent than control and torture. This is where players can obtain the Thalmor Dossier on Ulfric Stormcloak and determine for themselves what his motivations are in the war. The Thalmor in charge of writing the profile describes Ulfric as being generally uncooperative to direct contact, but that Ulfric continues to fulfill the directives of the Aldmeri Dominion by initiating the Skyrim Civil War.
Aside from attempting to halt his execution, the Thalmor have been relatively hands-off with Ulfric and his war, though they are interested in continuing it. From the contents of the Thalmor Dossier on Ulfric Stormcloak, it appears the Jarl of Windhelm may have once been willingly working alongside the Thalmor but abandoned allegiance rather quickly.
